A BOC-3 (Blanket of Coverage) is a federal registration form required by the FMCSA. It assigns legal process agents in all 50 U.S. states and D.C. to accept legal documents on behalf of your company.

Who needs to file a BOC-3?

You need a BOC-3 if you are applying for or reinstating FMCSA operating authority as a motor carrier, freight broker, or freight forwarder working in interstate commerce.

Can I file my own BOC-3?

BOC-3 filings must list FMCSA-registered process agents in every state. Most carriers use a filing service or process agent company to appoint agents nationwide and submit the form electronically. We handle appointment and filing for a flat $85 fee.

How long does it take to file a BOC-3?

With complete information, we typically file the same business day—often within hours. FMCSA system updates may take additional time depending on their processing queue.

What happens after my BOC-3 is filed?

Once submitted, your BOC-3 status is updated in the FMCSA system. Your operating authority can then move toward active status as other requirements (insurance, UCR, etc.) are satisfied.

Is the BOC-3 a one-time filing?

For most new authority applications, the BOC-3 is filed once when you obtain operating authority. You must file an updated BOC-3 if your process agents or company information changes. Contact us if you need to update an existing filing.
